Trachycarpus fortunei "Tesan" has kind of rough and stiff leaves since young as compared to regular T.fortunei which explains why it is more cold hardy than its counterparts apart from its stronger hairy trunk. Take a look at them.
There has been alot of dialog about Trachy tesan on this site and others. Most treat it as another "snake oil" trachy. I have also noticed the same traits as you. They have much stiffer and shorter leafs than my other trachys except my bulgarias. The bulgarias and tesan are very simular.
