I saw this tree in a local park, it was blooming. Pictures are maybe two weeks old. I'm in zone 6b if that's any help. Tree/shrub is maybe 7 or 8 feet tall.

That's Heptacodium miconioides 'Seven Sons Tree". Beautiful plants, if you seek one out I reccomend looking for one with good exfoliating bark, there is a range. It's not usually flowering now (or 2 weeks ago), it blooms white in August and then the seed pods open to a brilliant red in September/October.
I'd also rate it hardy into zone 4. Nice specimen!
I used to grow this species and found it to be the last shrub to lose its foliage and the first plant to produce new shoots/leaves in the Springtime. Almost Evergreen but not quite.My specimen had a creamy white flacking bark and shone like a beacon in the Winter gloom.
