Trachy drying out

I water when top is dry. Gets good light.
But all the fronds are drying out and the two new ones are not opening.

Try a little more water? Are the leaves turning yellow or brown? Yellow can mean to much water or not enough iron or acidic, brown means not enough water. This is not always the rule but kind of basic.
Sometimes no matter what a person does they can't keep the plant alive, people sometimes kill plants with kindness.
Also don't give more fertilizer then recommended, this will sometimes show as brown leaves or long curly leaves.

They start out yellow, then die and turn brown.
Really, the older leaves are not bad color, just wrinkled and dry???

Kansas how old is the T. fortunei? Are they recent transplants?What gal size? My opinion is some type of root rotting going on. Once root rot sets in it is very hard to control because it just keeps on spreading,the tree is sending messages at the very start with the yellowing, by the time we diagnose the infection sometime it is to late!. The yellow growth is the tell tale sign there is a problem and crispy leaves. Try lifting it out of it`s pot to look at the roots "only if it is root bound" otherwise try a root fungiside before its` to late. Hope this helps.

Most importantly check the new growth out of the spear. Pull on the fronds and if they come out it has suffered winter damage. Keep the centre spear dry and hope it comes back.
If the centre spear is OK then it could just be some winter damage to the fronds. I had some back in the winter of '04 and the lower fronds turned yellow then brown. I just waited until the frond was completely brown and then just cut it off. My new growth was fine though on all of my palms.
Trachies will do this.
Chamaerops humilis seems to show less damage in winter than trachycarpus fortunei, at my place.
