What kind of tree is this?

My Dad's friend has a tree in his yard, and I can't seem to identify it. It's only about 15-20 feet tall, and has these leaves, as well as these red colored stringy pieces. Anyone know what this is?

Kinda looks like a London Plane tree to me...often planted on boulevards because they can handle car exhaust, etc.
Just guessing tho'
