Its good when the temperature stays below 50F under the tarp. Less sunlight prevents water loss (very important when the ground is frozen) and the damage that goes along with the sun's radiation (when a plant isn't growing much - the plant will carry out little photosynthesis and the extra sun causes more stress to the plant).
