the highest elevation a palm grows? 10,000 feet.
It's a Ceroxylon parvifrons (Ramo Palm)

The scarier thing is its hardy to zone 9A. The climate up there is that warm (possibly a very warm 8B)

Tiles...nope.
You must've been dreaming of one of your enclosures...

MDF (now ready to fall apart after 2 winters), with green paint slapped on haphazardly.
but no tiles.
