Washingtonia robusta leaves are sticky/sappy (parasites?)

On my Washingtonia robusta, are these flat oval shaped parasites.
They are not moving and do not appear to have legs and lay flat on the stalks and leaves.

Anyone have any idea and if so how do i get rid of them?

flat oval shaped parasites
Beige/light brown color?
Like a flat sesame seed, but a bit smaller?

If so, sounds like scale, but an up-close photo might help.

Where is the palm right now?

You can use something like neem oil but if this is a small palm
be careful about getting to much(if any)in the spear area.
