I would think in your area you could treat it as a perienial. You would probrably lose most of the topside growth each winter but summers in your area are pretty warm and regrowth would be quick. Sabal minors are also commonly found here in S.C. from the coast up to 160 miles inland. However, try to find one in a nursery! Won't happen!
