Washingtonia robusta leaves are sticky/sappy (parasites?)

On my Washingtonia robusta, are these flat oval shaped parasites.
They are not moving and do not appear to have legs and lay flat on the stalks and leaves.

Anyone have any idea and if so how do i get rid of them?

Did you grow your Trachycarpus for a while indoors before planting it outside, or did it start from a younger plant outside? I live in zone 5B/6A depending on the map you look at.
